Louisiana Speaks is a multifaceted planning process, endorsed by the Louisiana Recovery Authority, to develop a sustainable, long-term vision for South Louisiana in the wake of the destruction caused by Hurricanes Katrina and Rita.

The Louisiana Family Recovery Corps is an independent non-profit organization initiated by Governor Kathleen Blanco and currently led by CEO Raymond A. Jetson. The goal of the Recovery Corps is to coordinate and mobilize a network of organizations and government agencies that deliver aid and services to displaced Louisianians throughout the state.

The Louisiana Disaster Recovery Foundation (LDRF) was established in the aftermath of hurricanes Katrina and Rita to provide resources for the relief, recovery, and betterment of Louisiana's people and communities, building upon its residents' strength of spirit to transform the disaster into unprecedented opportunity. The foundation supports and works with private, nonprofit organizations in the areas of economic development, housing, education, health care, and legal services that are focused on building back better, resulting in an equitable Louisiana that offers all people - regardless of race, economic status, and gender - the opportunity for full participation in its economy and society.

The LRA Fund, established at the Baton Rouge Area Foundation, will provide external resources and support for the Louisiana Recovery Authority's efforts to implement its vision and mandate. By positioning informed decision making and expert planning as top priorities, the fund helps make "Louisiana Speaks" possible. The LRA Fund, by design, will work with the LRA, serving their informational needs and supporting their capacity to develop plans according to best practices, by funding research and planning initiatives.
